OSPOs (Open Source Programme Offices) are not only for companies, but also for public administrations: see the EU OSPO of the European Commission. And, of course, Iām sure you could mention non-EU initiatives.
All these efforts are often the result of civil servants who are also FLOSS enthusiasts.
